2007 hyundai accent lights all lights flash except headlights not sure if short is in lights or in the ignitio?

lights flash except headlights even with ignition key off car was wrecked not sure if it ha a short in the lights or in the ignition switch itself seems like if you get key just right it stops not sure if it is just a coincidence or not
